When the Constitution was written, despite all of its safeguards, the people insisted on a "Bill of Rights" before they would approve the Constitution.
The goal of this Bill of Rights was to list in plain English, some of the most basic rights of free Americans that the Federal Government was NEVER to be allowed to alter in any way.
