Constitution 101   Amendment  4
"The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

If the state thinks that you have evidence of a crime,the DA or police must go to a judge and take an Oath, for which he can be punished if he or she is proven to have lied, that you have the bad things or papers. The warrant must state the place to be searched and the persons or things to be seized.

In the old days the king's men could search where they wished and this was used as a tool to punish people the state did not like.

At this time the PA  is in COURT and a judge has ruled that the Government must follow the Constitution.
Even when looking for terrorists in the USA.
