Balance of power and checks and balances . Constitution 101

We have three stages of government in the USA
Local==your town or city
State== Your state government
Federal== your federal government

1. having or relating to a system of government in which several states form a unity but remain independent in internal affairs."

Most of the government that people would deal with would be local and being local people would hve great control of it.

The cities or towns would have to work together for example to build roads..or catch criminals so there was a State Government

In 1789 people saw the need for s federal union of all the states for security* the indians, England, Spain, and France were still out there)  So a Federal Government was formed.

However the Americans knew that government ,"like fire was a useful servant but a terrible master" and unless keep under control, would like a forest fire, grow to endanger their freedom

  From city to state to federal ALL American governments have the same basic three (3) part  structure.

A a lawmaking body ( city council..state legislature national Congress ...B. a Judicial body (courts)  C. Executive branch. (mayor...governor...president)

The three levels and three branches are Separation of powers but more then that within the three branches at every level the is a separation and system of checks and balances.

Ok history..you knew that was coming..: )

Under a Louis the 14 or a Cromwell, or a Hitler or a Stalin or a Kim ..the head of the government was/ is  the MONARCH he or she had/has the final word on EVERYTHING. Now that can work and well IF you have a good wise leader..there were some but it is not common...A bad leader will ruin the nation! recall that in 1941 Hitler when he did not and had every reason NOT to declared war on the USA!!! There was NO one to say ..Adolf this is dumb..the USA will have to fight Japan and all aid to Europe must stop..we are saved...or Adolf at least get Japan to declare war on Russia and tie down half of the Russian Army in exchange...Nope the word of the leader was law.

The men who created our government knew their history (not UGH social studies) and set up a system to prevent that. 

Congress makes the law...the president enforces the laws and the Courts see that the law is fairly applied.

I know that we have judges declaring laws unconstitutional and ordering change...a power the courts took upon themselves.(https://en.wikipedia.org/wiki/Marbury_v._Madison) and that the presidents seek to make law..( https://en.wikipedia.org/wiki/Imperial_Presidency)  

You see the system assumes that each branch will protect its power..which as a rule was true until the system started to blend in the 20th century.

Nor is this the work of any one party or man.TR, a republican started it and a century later  Obama a democrat continued it.. One may hope that Mr. Trump will lead the restoration. . The Fed has a lot of money (aid--grants) and if your state or town or organization want the {free money) grants  well of course they must follow the "guidelines"  This money allows the Federal government to extend its powers well pass the balance the constitution was build to maintain.

The question is:

  How can this be corrected with the least social disruption? 

 is the American social problem of the 21 century.
