How a law is passed or repealed ( short version) Constitution 101

We wanted NO king or all powerful parliament
Thus, we made it hard for the federal government (or any government) to pass or repeal a law.
Both houses of Congress..The House of Representatives and the Senate must after long debate AGREE on a bill and Vote that agreement and only THAN is that Bill sent to the President for his or her signature and only THEN is that Bill a law.
The president may NOT repeal or pass a law on his own....That is an impeachable offence..(one by the way that Mr Obama came very very close to.)
The President may issue EO to the Executive dept only as long as those EOs are within the laws that set up and control that department.
BUT  the president may NOT create or repeal LAW.

So if Obamacare is not repealed or a tax law is not changed  at this point BLAME the Congress
Now if Congress passes said laws and the President vetoes that  only then may you  with justice blame the President.
